Therefore, it is vital to know how the key stakeholders see the quality of higher education so that universities could articulate the needs, develop reforms, and revamp their services. An effective mechanism of quality assurance can enable institutions to define their purpose, vision, mission, and objectives. It also helps the institutions to establish guidelines to achieve targeted goals and evaluate them against those set objectives. The Quality Enhancement Cell (QEC) of the University of Baltistan, Skardu is responsible for the development of the policies and procedures pertinent to quality assurance at the university. It ascertains their implementation at all levels. Furthermore, it apprises the leadership of the university and Higher Education Commission about the quality of academics, achievements, and shortcomings, and suggests their improvement. The Quality Enhancement Cell (QEC) is headed by a Director reporting directly to the Vice-Chancellor of the University. The Director or his/her nominee will be a member of all the strategic (statutory) and administrative decision-making bodies of the university. The QEC office, given its nature of work and the secrecy, is private and out of bounding for all faculty, students and staff. Therefore, it needs to be housed in a separate office space with no irrelevant intrusion. The University ensures and allocates budgetary provisions to the QEC Office for the smooth run of its activities.
