Introduction
The Planning & Development Directorate at the University of Baltistan, Skardu serves as the central hub for strategic planning, infrastructure development, and institutional growth. Established to ensure systematic and sustainable development of the university, the directorate works in close coordination with all academic and administrative units to transform institutional vision into actionable development plans.
Responsible for preparing comprehensive master plans, securing funding for development projects, and overseeing their implementation, the P&D Directorate ensures that all initiatives align with academic goals, adhere to quality standards, and contribute to creating an enabling environment for teaching, learning, and research.

Mission
To plan, develop, and maintain geographically resilient and eco-friendly infrastructure and resources that support academic excellence, research innovation, and sustainable growth of the University of Baltistan. We are committed to preparing comprehensive master plans, securing funding for development projects, and ensuring their successful implementation. Through strategic resource mobilization, quality assurance, and sustainable practices, we aim to create modern facilities that meet international standards while preserving our unique cultural and natural heritage.

A model sustainable university campus with state-of-the-art facilities, green environment and practices that foster academic excellence, contextually relevant research practices and learning opportunities for students and faculty. We envision a fully developed, eco-friendly campus that integrates modern infrastructure with the natural beauty of Baltistan, creating a conducive atmosphere for innovative teaching, cutting-edge research, and holistic student development, recognized nationally and internationally for its architectural excellence and sustainable practices.
Objectives
- Develop comprehensive short-term and long-term master plans for campus development and extensions
- Secure funding for infrastructure and development projects from HEC, PSDP, and international donors
- Monitor and ensure timely completion of all development projects within approved budgets
- Implement sustainable and eco-friendly practices in all construction and development initiatives
- Ensure optimal utilization of university land, buildings, and other resources
- Promote sustainable practices and academic/research innovations

The P&D Directorate manages and oversees the development of all university infrastructure, including:

3 modern academic buildings with 50+ classrooms and lecture halls equipped with audio-visual aids
Central Library
Under construction in completion phase with space and provision of 50,000+ books, digital resources, and 200 seating capacity with modern reading areas
Laboratories
10+ research and teaching labs with modern equipment for science, computer science, and engineering
Student Hostels
Girls hostel with 400 capacity, dining facilities, and recreation areas
Faculty Housing
Residential units for faculty and staff within campus
Bachelors Hostel
For residential facilities of bachelor faculty and staff
Sports Complex
Sports facilities including Hockey ground, football ground, basketball, badminton, volleyball, and gymnasium
