1-3. Short Title, Definitions & Scheme of Studies
1. SHORT TITLE, COMMENCEMENT AND APPLICATION
These Rules and Regulations shall be known as "The University of Baltistan Semester Rules & Regulations 2019".
These Rules shall come into force with immediate effect and shall apply in the University of Baltistan, Skardu and its constituent colleges/affiliated institutions.
2. DEFINITIONS
Academic Program
A "Program of Studies" which leads to the award of a university degree.
Credit Hour (Cr. Hr)
Teaching/learning a theory course for one hour each week throughout the semester.
CGPA
Cumulative Grade Point Average - Summation of grade points of all credit courses divided by total credit hours.
Semester
An academic period (16-18 weeks) in which one set of courses is offered.
5. ADMISSIONS
Admission Procedure
Admissions for BS/Bachelor (4 years) degree programs shall be made once a year.
Admissions shall be announced after declaration of HSSC results and completed 05 working days prior to commencement of semester.
Seat Distribution: 80% from Gilgit-Baltistan, 20% from across Pakistan (including foreign students).

- Attested copies of SSC, HSSC certificates
- Attested copies of detailed transcripts
- Character certificate from last institution
- Domicile certificate
- 08 passport size photographs
- Migration certificate (within 30 days after admission)
- CNIC or Form 'B'
- Affidavit signed by applicant and father/guardian (Annex-B)

Credit Hours System
Theory Course
1 Credit Hour = 1 hour per week for 16 weeks
Lab/Practical
1 Credit Hour = 3 hours per week for 16 weeks
BS Program Requirement
124-140 Credit Hours total
Course Structure Examples
3 credit hours theory only
4 credit hours (3 theory + 1 lab)
4 credit hours (1 theory + 3 lab)
13. ATTENDANCE POLICY
Minimum Requirement
75% attendance mandatory in each course
Medical Leave
Maximum 2 weeks medical leave allowed (case by case basis)
Sports/Events
10% attendance benefit for university/province/country representation
Consequences
Below 75% = Ineligible for final examination
Attendance Relaxation
Chairperson can waive off 10% shortage with Rs. 1000 fee per course
Maximum exceptional leave in one semester (must maintain 75%)
Absence Rules
Absent without reason = Course admission cancelled
Consecutive absence = Course dropped (must repeat)
14. EXAMINATIONS

Minimum 50% marks required in aggregate to pass a course
Mid-Term: Minimum 60 minutes, Final-Term: Minimum 90 minutes
No Supplementary/Special Exams - Failed courses must be repeated
Defaulters of university dues not permitted in examinations
18. THESIS/DISSERTATION PROCEDURES
MPhil Thesis Timeline
Semester 3
Thesis proposal submission within 30 days of commencement
Progress Reports
End of 3rd & 4th semesters - Two unsatisfactory reports lead to termination
Normal Duration
4 semesters (2 years) - Extendable to max 6 semesters
Submission
5 copies required before final examination
Publication Requirement
Mandatory Publication
One research paper in HEC recognized journal required before thesis submission
BS Thesis
Thesis not accepted earlier than 8th or later than 12th semester
Only one chance of resubmission allowed
